In-Site:
Every incident commander understands the gaping hole in today’s personnel accountability systems – knowing where your personnel are at all times. In-Site was designed to solve that problem. We’ve taken the best strategies for tracking personnel and combined them with the most advanced technology available – rugged, wireless, touch screen, tablet PC’s – to deliver a personnel accountability system that will remove an incident commanders worst nightmare – losing track of personnel at the scene of an emergency.
Now you can toss the clipboard system – there’s an affordable replacement that does it all and does it well. Vernon Software Systems, Inc. has developed In-Site a personnel accountability system that puts firefighter safety in the palm of your hand.
In-Site is a computerized personnel accountability system. It operates on a tablet PC, notebook computer or PDA (Personal Digital Assistant). In-Site can operate by itself on one PDA, Tablet, or Notebook or in concert with other In-Site users via wireless communications.
A tablet or notebook PC's running our In-Site Personnel Accountability System will continuously track all personnel at the scene of an emergency using wireless communications and touch-screen technology. In-Site displays different “Views” of the fire ground depending on the fire ground officers’ responsibilities.
The “Scene Overview” (shown in the center of the following window) identifies where your personnel are located. There are a total of 37 people on the Fire Ground. The numbers in each block identify the number of personnel in an area and the number of personnel enroute to that area. For example, there are 4 people in the Rehab area and 0 personnel enroute to Rehab. Sectors A & B each have 4 personnel and Sector C has 2 people assigned. There are 2 people in Water Supply, 3 in the RIT area, 4 are assigned to Truck operations and 3 people are assigned as Support Personnel. The remaining 11 people are in the Staging Area. Fire ground areas shown in dark green indicate that a fire officer is in that area.

Staging View
The Staging Area shows the skills of each person in Staging – providing the Staging Officer with a useful tool when making fire ground assignments.
The window on the left, above, is used by the Staging Officer to log personnel onto the fire ground. The Log In window lets you log in personnel from your own department as well as all mutual aid communities that support you. You now have the ability to track mutual aid responders the same way you track your own personnel.

Staging View with Received Message
In-Site is an easy-to-use personnel accountability system that tracks everyone on the emergency scene all the time. It tracks your own department’s personnel, as well as personnel from mutual aid departments, from the time they enter the emergency scene until the time they leave the emergency scene.
In-Site uses wireless communications to share personnel and assignment information with other In-Site users that may be on the emergency scene. All personnel activity and assignments are also saved in a database for reporting purposes after the incident has terminated.

Rehab View
In-Site includes a rehab management feature that tracks personnel in the Rehab area. Fire fighters completing an assignment report to the Rehab area for assessment. Individual vitals are recorded and personnel are held until they are released to the staging area for another assignment.

In-Site Staging Rehab with Missing Details
A timer is set for every fire ground assignment. The timer is set to expire when the assignment is scheduled to be completed. The timer is commonly used to reflect the time remaining on the air bottle of a fire fighter in the building interior. In-Site automatically sends an “Overdue” or “Missing Person” alarm to all In-Site users on the fire ground when a timer expires. In-Site takes advantage of the wireless communications capability of the tablet and notebook computers to broadcast this alert to all users on the fire ground. Tablets and notebooks receive both a visual and audible alert identifying the name and last assignment area of each missing/overdue person. The alarm condition is terminated on all tablets/notebooks when any In-Site user locates the missing/overdue person.
In-Site automatically tracks personnel assigned to the following fire ground areas: All Sectors, Rehab, Staging, Landing Zone, Water Supply, RIT, Safety Officer, Command, Operations, Truck assignments, and Support personnel. In-Site can also be customized by the user to use different names to meet local tracking requirements.

In-Site compliments the national incident command system is NIMS compliant and eliminates the “Freelancing” problem. In-Site is both reactive and pro-active – one that sounds the alarm when a problem has occurred and one that warns you of potential problems. It operates in real time and indicates the location of everyone at the scene of an incident. Their movements from staging to the emergency scene are tracked in detail and recorded in the incident log. In-Site automatically checks individual qualifications as you make assignments to ensure those personnel are qualified for the proposed assignments and warn you of conflicts.
In-Site provides you with detailed accounting of the events that occur at the incidents you respond to. A comprehensive report is available for every incident. You will be able to use the reports to improve the safety of your members and the quality of your responses. Since In-Site tracks both the assignment areas and the specific tasks to be performed it provides an ideal tool for post incident analysis. The details in the Reports can also accompany injured fire fighters that are transported to treatment centers.
